Gallaudet University must be run by a Board of Trustees with 21 members. Three are public members: one U.S. Senator chosen by the President of the Senate and two Representatives chosen by the Speaker of the House. The other 18 are elected by the Board. One of those 18 is elected after a nomination from the Gallaudet University Alumni Association and that seat has a three‑year term. The Senator and Representatives serve two‑year terms at the start of each Congress, may be reappointed, and stay in office until successors are named. The Board fills other vacancies. Nine trustees are needed to do business. By a majority vote the Board can remove any trustee except the three public members if a trustee refuses duty or removal is seen as best for the university. The Board can make rules and bylaws for running the university and managing its property, hire a president, and set policies for hiring, pay, and dismissing staff. It must include outreach to recruit and advance qualified people with disabilities, especially those who are deaf or hard of hearing. The Board can adopt a seal, set meeting dates, choose officers and a chair, appoint a five‑member executive committee with powers between meetings, create schools or departments, grant degrees and diplomas, control spending of money Congress gives (subject to section 4353), and manage other funds and investments the university receives.
