The Secretary must create a commission to do a national study on the education of the deaf and to find what school-related problems stop deaf people from doing well in college and work, and what school-related things help them succeed. The law says "deaf" means people with hearing impairments, including those who are hard of hearing, those who became deaf later in life, and those who are profoundly deaf. The commission must get public input by publishing a notice in the Federal Register, consulting groups with many views (including organizations for deaf people, parents, teachers, and researchers), and by other steps such as public meetings. The commission must offer structured chances to hear and respond to those viewpoints. A report with recommendations (including suggested laws) and a detailed summary of the input must be sent to the Secretary and Congress no later than 18 months after August 14, 2008. Money may be provided as needed for fiscal years 2009 and 2010.
