The Secretary can use set-aside federal money to lead national efforts against school violence. That includes doing research and program development, collecting data, running public awareness and training, sharing information about what works, funding noncommercial media groups to make and share video projects that teach conflict resolution and good decision-making, and having experts review grant applications. The Secretary must also write a plain safe-schools model so every school can make plans that let all students join in, including students who speak other languages. The work can be done by the Department, with other agencies, or by grants and contracts. The Secretary must call the District of Columbia a national model city and must give yearly funds to the local school agency there so it can run a full program to address school and youth violence.
