Summary

Local educational agencies that get money under this program must work with nearby Head Start programs and, when possible, other early childhood programs. They must make agreements with those programs to coordinate services. That coordination must cover five things: a system for getting a child’s records from Head Start with parent permission; clear ways for school staff to talk with Head Start or other early childhood staff (like teachers, social workers, and health staff); meetings with parents, kindergarten or elementary teachers, and early childhood teachers to discuss each child’s needs; joint transition training for school and early childhood staff; and connections between the school’s educational services and Head Start services. The U.S. Secretary of Education must work with the Secretary of Health and Human Services so the rules for this program match Head Start rules.
