Provides money to States so they can check their statewide testing systems, help school districts check their local tests, make plans to improve testing, and give part of the money to districts. If a State gets this grant for the first time, it must do a State-level audit, make sure each local school district audits its local tests, create an improvement plan, and give subgrants to districts. States that already received a grant must carry out the improvement plan and give subgrants. Each State must get at least $1,500,000 a year. If a State turns the money down, the Secretary will reallocate it to other States using the usual formula. A State must apply and say what audit or plan it will do and how it will award subgrants. Within 1 year of a first grant, a State must finish its audit, make sure local audits happen and are sent to the State, and publish the results publicly. The State must give districts guidance for doing audits. Audits must cover testing schedules, why each test exists and how it is used, and stakeholder feedback on things like how teachers use results, timing and clarity of data, training and tech resources, time spent on testing, which tests are useful, and other relevant facts. The State must make a plan to reduce unnecessary tests, share best practices, and help districts streamline tests. At least 20 percent of the grant must go to local subgrants based on need. Subgrants can pay for local audits, carrying out the State plan, better test delivery and tech, instructional coaches, accommodations for students with disabilities and English learners, and clearer reporting to families. Local assessment = a test chosen by a district that is not the State-required test. State = the 50 States, the District of Columbia, and Puerto Rico.
