States that get money under this program must make a full state plan to find and meet the special school needs of migratory children. The plan must connect with other education programs, may be included in a consolidated application if it clearly covers migratory kids’ needs, is developed with parents’ input, and does not replace state funding. The plan must give migratory children a chance to reach the same state academic standards, set measurable goals, cover all relevant services, be created through joint planning with local, state, and federal programs (including early childhood and language programs), and coordinate services across programs. The plan stays in effect while the State takes part and must be reviewed and updated as needed. State and local agencies choose what activities to fund, but they must first use the money to meet problems caused by moving and to help the children take part in school. Funds should fill needs that other programs do not cover. Local agencies may serve migratory children together with other students when appropriate. Schools must meet migratory children’s needs before using these funds for schoolwide programs.
