A State agency that runs free public schools for children and youth in a juvenile institution (not an adult correctional institution) or in a community-day program may use these federal funds to serve every child and improve the whole education program. The agency may do this only if it creates a detailed plan and the State educational agency approves it. The plan must include a full check of educational needs for all children and youth in the juvenile program, and a check for youth aged 20 and younger in adult facilities who are expected to finish incarceration within a 2-year period. It must explain steps to help all children under age 21 meet State academic standards so they have a better chance to get a regular high school diploma or equivalent or find work. The plan must describe the teaching program, special support services, procedures (including mentors when feasible), and how academic records and plans will be shared with local schools to help transitions. It must say exactly how the funds will be used, how student achievement will be measured and improved, how the project was planned and will be carried out and evaluated with instructional staff and the State educational agency, and must include an assurance that teachers and other instructional and administrative staff will get appropriate training.
