State agencies must set aside at least 15% and no more than 30% of the money they get under this program each year to support either projects that help children and youth move between state-run institutions (or those run by the Secretary of the Interior) and local schools or Bureau of Indian Education schools, or programs that help youth offenders age 20 or younger who have earned a regular high school diploma or its recognized equivalent reenter college or career and technical training. These reentry programs can include preplacement courses on college campuses, partnerships between colleges and employers (worksite schools), and key supports like counseling, college placement help, financial aid assistance, and job placement services. A state agency can run these projects itself or contract with local school districts, other public agencies, or nonprofit groups. Schools using these funds may also educate neglected or delinquent students together with other students who have similar needs when that is appropriate.
