Using funds from section 6422(b), the state education agency must give grants to local school districts that have many children living in locally run juvenile correctional facilities, including county-run facilities and community day programs. The state must tell districts if they are eligible for these grants. A district that serves a school in a correctional facility does not have to run a reentry program if more than 30 percent of the students from that facility will live outside the district after release. Any transitional or support programs paid for this way must mainly help students returning from correctional facilities with their school and transition needs. Helping students who are at risk of dropping out must not reduce the support for those returning students.
