Defines key words used in this part. Adult correctional institution means a place where people are kept after being convicted of a crime, and that can include people under 21. At-risk, for a child, youth, or student, means a school-aged person who faces problems like possible court action for dependency or delinquency, failing in school or being at least 1 year behind grade level, drug or alcohol problems, pregnancy or parenting, past involvement with juvenile justice or child welfare, being an English learner, gang membership, a prior school dropout, or very high absenteeism. Community day program means regular instruction run by a State agency at a community day school for neglected or delinquent youth. Institution for neglected or delinquent children and youth means a residential facility (not a foster home) that cares for children placed because of abandonment, neglect, or a parent’s death, or that houses children a court has found delinquent or in need of supervision.
