Defines key terms used in the subchapter. School leader residency program means a school-based preparation program where a prospective principal or other school leader spends 1 academic year doing deep, hands-on leadership work in a real school, takes connected coursework during that year if the State finds evidence for it, and gets ongoing help from an effective mentor school leader. State means each of the 50 States, the District of Columbia, and the Commonwealth of Puerto Rico. State authorizer means an entity the Governor picks to recognize preparation academies; it must sign an agreement with an academy that sets goals, it can be a nonprofit, the State education agency, another public body, or a consortium, and it will not reauthorize an academy if the academy fails to meet the minimum number or percentage of effective graduates named in that agreement. Teacher, principal, or other school leader preparation academy means a public or nonprofit group (including colleges) that trains candidates for high‑needs schools and signs an agreement with a State authorizer that requires clinical training with proven mentors, sets targets for how many effective teachers or leaders it will produce, requires awarding certificates or degrees only after candidates prove they are effective in raising student achievement, avoids unnecessary training restrictions, selects candidates who show strong potential, and may be recognized by the State as at least the equivalent of a master’s degree for hiring and pay. Teacher residency program means a school-based teacher training program where a prospective teacher spends not less than 1 academic year teaching alongside an effective teacher of record, gets concurrent instruction in the specific content area, and demonstrates effective teaching skills through program completion or a State measure.
