Grantees must give the Secretary a short summary of the activities paid for by the grant. Each year the Secretary must send Congress a report on how the program is being run. The report must include information about the entities that got grants — the application details under section 6632(c), the summaries the grantees sent, and the amounts of the awards — and it must include student academic achievement and growth data from the schools that took part. The Secretary may keep up to 1 percent of the total funds set aside for this part each year to pay for an evaluation and for technical help. With that money, and through the Director of the Institute of Education Sciences, the Secretary must carry out an independent evaluation that measures whether the program improved student achievement, how satisfied participating teachers and school leaders are, and whether the program helped recruit and keep high‑quality teachers and leaders, especially in high‑need subjects.
