Provides federal help so states can make or update strong plans to teach reading and writing well from early education through grade 12. States must use that help to make sure teaching is high quality and effective. States also must give targeted subgrants to early childhood programs, school districts, and their partners so they can run proven literacy programs for the students who need the most help. Comprehensive literacy instruction: planned, age‑appropriate, evidence‑based teaching of reading and writing that covers key skills, uses good books and assessments, supports student motivation, and connects to state standards. Eligible entity: a school district (or group of districts) that serves many high‑need students or many students below grade level, or an early childhood program serving disadvantaged children with a proven record, or those organizations working with effective public or private partners. High‑need school: an elementary or middle school with at least 50% low‑income students, or a high school with at least 40% low‑income students. Low‑income family: a child eligible for free or reduced‑price lunch, living in a family on TANF, or eligible for Medicaid.
