Eligible groups that want a subgrant under section 6824 must send a plan to the State education agency when and how the agency asks. The plan must explain the programs and language instruction it will use to help English learners gain English and meet State academic standards. It must say how schools will help students reach English proficiency on the State’s English language proficiency test (section 6311(b)(2)(G)) and meet the State’s long-term goals (section 6311(c)(4)(A)(ii)). The plan must describe how it will involve parents, families, and the community. It must include assurances that local districts follow section 6312(e) before and throughout each school year as of the application date; that the entity follows State law on educating English learners consistent with sections 6846 and 6847; that it consulted relevant stakeholders; and that it will coordinate and share data with Head Start and other early childhood providers when needed. The plan must also certify that all teachers in any funded language program are fluent in English and any other instructional language, with good spoken and written skills.
