The Secretary can run a charter school program that helps schools from preschool through high school. The program can pay to start, copy, or grow high-quality charter schools; help schools get loans to buy or fix buildings; and carry out national work to support those efforts, share best practices, measure the program’s effects, and improve how charter schools are authorized. From the yearly amount made available under section 7221j, the Secretary must reserve 12.5% for facilities help, 22.5% for national activities, and use the rest for other grants under section 7221b. Any grant or subgrant under part B of title V as it existed the day before December 10, 2015, must continue under its original terms.
