Makes grants to eligible groups to plan, coordinate, and run “pipeline services” at 2 or more full-service community schools. To get a grant, the group must apply and include: a description of the group; a signed agreement among partner organizations explaining their roles; proof it can serve at least 2 schools; and a clear plan. The plan must describe the students, families, and school communities; list the academic, health, and other needs found in a needs assessment; set yearly, measurable goals (including increasing the number and share of families and students served so children are ready for kindergarten, do well in school, and are safe, healthy, and supported by involved parents); explain which pipeline services will be used and why; show how each school will have a full‑time coordinator and how that coordinator will be paid and trained; include yearly evaluation steps; and explain how services will continue after the grant. The group must focus on schools eligible for a schoolwide program under section 6314(b). Grants give priority to groups serving 2 or more schools as part of a community or district strategy, to broad or proven consortiums, and to projects using evidence‑based activities per section 7801(21)(A)(i). Up to 10 percent of a grant may be used for first‑year planning. No award may be under $75,000 per year. Grants must coordinate at least 3 existing pipeline services and add at least 2 more at 2 or more public schools, integrate services when possible, and link community and government services with school support staff. The Institute of Education Sciences will evaluate overall effectiveness. Grantees must do yearly evaluations, use results to improve services, and make results public. Employee rights remain unchanged. Grant money must supplement, not replace, other federal, state, or local funds.
