The Secretary must pay each local educational agency (local school district) that files an approved application the amount calculated under section 7423. The Secretary must tell the district how much it will get by June 1 of the year for which the payment is made. The Secretary cannot give a grant for a fiscal year if the state uses these federal payments when deciding the district’s eligibility for or amount of state aid for that year or the year before. Each district must keep up required spending under section 7901 or its payments can be reduced under that section. The Secretary may reassign money that districts do not need or that otherwise becomes available in whatever way best serves the program.
