The Secretary can use the yearly funds to study ways to teach Indian children and adults, check federal education programs that might help them, gather and study data about their schooling needs and progress, and do other related activities that fit the purpose of the law. The Secretary can do this work directly or by giving grants or contracts to Indian tribes, Indian organizations, state and local school agencies, colleges (including Indian colleges), or other public or private groups. The research must be done in consultation with the Institute of Education Sciences and can be jointly funded and carried out with the Office of Indian Education Programs and the Bureau of Indian Education.
