Require the Secretary of Education to strengthen monitoring and oversight of K–12 grant money so taxpayers’ funds are not wasted or stolen. The Secretary must tell each grantee (and make grantees tell subgrantees) to follow monitoring rules and to watch their subgrantees, study monitoring results to find common problems and give guidance, publish reports on anti-fraud work, and work with the Department’s Office of Inspector General to train staff and grantees on proper monitoring.
