Requires the Special Education Research Center to do research that fits its mission. The research must cover 17 main topics, such as improving services under the Individuals with Disabilities Education Act so children with disabilities do better in school and developmentally; finding evidence-based teaching and related services; studying infants, toddlers, and preschoolers; improving assessments and alternate assessments; reviewing state standards for students with significant cognitive impairments; looking at needs for both common and rare disabilities; checking over- and underidentification; boosting reading and literacy; improving secondary, postsecondary, and transition outcomes; early intervention; using universal design in standards and teaching; training staff who work with children with disabilities; studying the extra costs of special education; helping parents with transition issues; and addressing needs of students with significant cognitive disabilities and those who are limited English proficient. The Special Education Research Commissioner must make sure the work is high quality, follows the National Center for Education Research rules, and is objective, non-religious, neutral, not political, and free of bias. The Commissioner must propose a research plan to the Director, made with the Assistant Secretary for Special Education and Rehabilitative Services, that matches the Institute’s priorities and IDEA, is updated as needed, balances ages and disability types, uses measurable goals, and is coordinated with the IDEA comprehensive plan under section 681. The Director can give grants, contracts, or cooperative agreements only to applicants who can do scientifically valid research and who apply as the Director requires. The Center must share its findings through the National Center for Education Evaluation and Regional Assistance and help prepare a biennial report under section 9519. Funding was authorized as needed for each of fiscal years 2005 through 2010.
