Starting in fiscal year 2004, the Secretary of Education must give at least 20 grants to local groups or partnerships with strong experience helping schools in reading, math, science, and technology. At least one center must be set up in each of the 10 geographic regions served by the regional educational laboratories. After that, the Secretary must consider things like how many school-age children live in an area, the share of students from low-income families, higher costs in sparsely populated places, and how many schools need support under section 1111(d) when deciding where to place the other centers. Eligible applicants include research organizations, colleges, agencies, partnerships, or individuals. The Secretary must advertise competitions and offer help to applicants, set measurable goals using the assessment from section 9605, and require each applicant to submit a 5-year plan that meets regional priorities. Each center must use its resources where the need is greatest, taking into account poverty, rural costs, and special state or local initiatives. Centers must help state and local education agencies and schools with improvement work, giving priority to schools and districts with high numbers or percentages of low-income students and to schools doing comprehensive or targeted support under section 1111(d). Centers must provide training and technical help on federal programs, research-backed teaching and assessment in core subjects, English learner instruction, and education technology; share useful reports and materials; and create teacher and leader training models that show best uses of technology. They must coordinate with regional labs and federal and state education offices. Each center must have an advisory board made up of chief state school officers (or their designees) and up to 15 other regional representatives (like district leaders, college reps, parents, teachers, business, and researchers). Centers must send the Secretary an annual report with a summary of activities and a list of States, districts, and schools they helped.
