Starting in 2004, the Secretary must set up a regional advisory committee for each region named in the law. Each committee can have up to 25 people. States in the region must be fairly represented, and no more than one person from any single State educational agency may serve. Members can include local school leaders, college or university representatives, parents, teachers and other school staff, business people, and researchers. The Secretary will ask state governors, state school chiefs, and regional education groups for suggestions when choosing members. More members must be local school reps, parents, and practicing educators than the combined number of state agency reps, higher-education reps, business reps, and researchers. After the committee submits its report, the Secretary will dissolve it, but may bring it back later. Each committee must study the region’s education needs, get input through hearings from schools, parents, educators, and others, and send the assessment to the Secretary and the Director of the Institute of Education Sciences. The committee must also give a report based on that assessment within 6 months after it first meets.
