Summary

At least every 2 years, the Secretary must work with the Secretary of Agriculture to review health and safety data, like studies on toxins and disease, food manufacturing rules, and advice from expert committees (including the Food Advisory Committee) to find the most important food contaminants. When needed to lower the risk of serious illness or death to people or animals, to prevent food adulteration (section 342), or to stop spread of disease by food (section 264 of title 42), the Secretary must issue science-based guidance or rules about specific contaminants, including action levels. The guidance must cover products or product groups, can separate human food from animal food, must not target a single facility, should avoid duplication with Agriculture, and must be reviewed and updated periodically.
