Summary

Sets clear meanings for key words used in the chapter. It says what each special word means so the rules that follow are easier to read. "Alien", "national", and "national of the United States" mean what title 8, section 1101 says. "Appropriate congressional committees and leadership" names specific Senate committees (Appropriations; Armed Services; Banking, Housing, and Urban Affairs; Foreign Relations; Homeland Security and Governmental Affairs; Judiciary; Select Committee on Intelligence) and the Senate majority and minority leaders, and specific House committees (Appropriations; Armed Services; Financial Services; Foreign Affairs; Homeland Security; Judiciary; Oversight and Reform; Permanent Select Committee on Intelligence) and the Speaker and the House minority leader. "Controlled substance", "listed chemical", "narcotic drug", and "opioid" mean what section 802 of this title says. "Entity" means partnerships, joint ventures, corporations, organizations, networks, groups, subgroups, or other business collaborations. "Foreign opioid trafficker" means a foreign person the President finds plays a major role in opioid trafficking and may include entities or senior officials of the People’s Republic of China that make, sell, fund, or move goods used to make synthetic opioids and that fail to take credible steps (for example, know‑your‑customer checks or cooperating with U.S. counternarcotics efforts) to stop trafficking. "Foreign person" means a foreign citizen or national or any entity not organized under U.S. law, and excludes a foreign government. "Knowingly" means you actually know or you should have known. "Opioid trafficking" means illegal acts to produce, make, move, sell, finance, or transport synthetic opioids or the chemicals used to make them, trying to do those things, or helping others do them. "Person" means an individual or an entity. "United States person" means a U.S. citizen or national, a lawful permanent resident, any entity organized under U.S. law (including a foreign branch), or any person located in the United States.
