The Secretary must create a program to officially name certain "platform technologies" used in drugs or biological products. Platform technology — a well-understood, repeatable technology used in a drug (for example, a nucleic acid sequence, delivery method, vector, or similar feature) that is important to the product, can be used in more than one product, and helps standardize manufacturing. Designated platform technology — a platform technology the Secretary has officially designated under this program. A technology can be designated if it already appears in an approved drug or licensed biologic, if the sponsor shows early evidence it can be used in more than one drug without hurting quality, manufacturing, or safety, and if the sponsor shows it is likely to make development, manufacturing, or review notably more efficient. A sponsor can ask for designation when they file, or any time after filing, an investigational application for a drug that uses the technology. The Secretary must decide within 90 calendar days. If designated, the Secretary may speed up later development and review for future approval or licensure of drugs using that technology by meeting early with the sponsor, giving timely advice, and considering past inspection findings. If not designated or if a designation is later revoked, the Secretary must give a written explanation. Sponsors may rely on or reference data from the same sponsor (or with a right of reference) to support approval, and a sponsor with multiple approved products using the same designated technology may file one supplemental application covering changes that apply across those products. The program does not change the standards for approval or create new rights beyond existing law.
