Allows a federal, state, local, or tribal government—or someone acting for them—to move an emergency-use product across state lines without breaking the law if the product is meant to be stored and not used. The product must remain unused until it is either approved, cleared, or licensed under sections 355, 360(k), 360b, 360e, or section 351 (42 U.S.C. 262); authorized for investigational use under 355, 360b, 360j, or section 351; or authorized under 360bbb–3 or 360bbb–3a.
