The Secretary of Health and Human Services must, within 6 months after June 22, 2009, create and publish a plan to enforce rules that limit advertising and promotion of menthol and other cigarettes to youth. The Secretary must work with public health groups and other experts who serve minority communities, and the plan must include steps to make sure the rules are enforced in minority communities. Within 3 months after June 22, 2009, the Secretary must tell state, local, and tribal governments about the authority they have under federal law to act. If communities ask for help to prevent underage tobacco use, the Secretary must provide assistance, including strategies for places where minors use menthol cigarettes at higher rates.
