If a payment is made under sections 1641b or 1641d but it is not the full amount the Commission says is valid, the claim is not canceled. A partial payment does not stop the person who filed the claim, or the United States on their behalf, from going after the unpaid amount or asking for return of their property from the appropriate foreign government or person. Any awards or payments under this part do not affect the United States’ own claims against any foreign government.
