Only U.S. nationals who filed a claim on time under section 1643b and whose claim was certified under section 1643f may receive or have an interest in the money or other compensation paid by that certification. Those who failed to file timely, were not eligible under section 1643b, Cuban nationals (including Cuban government agencies, subdivisions, enterprises, local governments, and successors) cannot claim or share in that compensation, and no U.S. district court can decide such claims. This does not change any rights in shares of capital stock owned by U.S. nationals who hold Commission-certified claims under section 1643f.
