Defines key words used in this subchapter. National of the United States: an individual who is a U.S. citizen, or a company or other legal entity organized under U.S., state, District of Columbia, or Puerto Rico law if U.S. citizens directly or indirectly own 50 percent or more of it. Commission: the Foreign Claims Settlement Commission of the United States. Property: any property or interest (including leaseholds); debts owed by Vietnam or by enterprises Vietnam nationalized, expropriated, or otherwise took; and debts that are charges on such taken property. Vietnam: the Government of the Socialist Republic of Vietnam; any predecessor authority in South Vietnam on or after April 29, 1975 (including the Provisional Revolutionary Government of South Vietnam); the former Democratic Republic of Vietnam; and any political subdivision, agency, or instrumentality of those. Claims Fund: a special fund in the U.S. Treasury made up of amounts paid or realized under any settlement agreement described in section 1645b between the United States and Vietnam.
