The President must create a Hostage Response Group, led by a member of the National Security Council, that meets regularly to help recover U.S. citizens held or wrongfully detained abroad and to coordinate U.S. responses to other foreign hostage cases of national interest. Members include the Hostage Recovery Fusion Cell director and family coordinator, the Special Envoy for Hostage Affairs, and representatives from key agencies (like Treasury, Defense, Justice, the FBI, ODNI, and the CIA). The group must recommend recovery plans to the National Security Council, coordinate policy and actions, get regular updates, and direct Fusion Cell resources when needed.
