If the Senate formally votes not to approve an amendment adopted under article XVIII–C and notifies the President, then all further U.S. authority under sections 2021, 2022, 2023, and 2024 ends. However, the Secretary of State, using rules the President sets, will have the power needed to finish and pay for obligations already made and to handle salaries, travel, and other costs so the U.S. can leave the Agency promptly and in an orderly way. The U.S. representative, the deputy, and other U.S. officers at the Agency will keep their authority for as long as needed to settle any remaining U.S. matters.
