Congress directs the United States to help build democracy, peace, better living conditions, and fair justice in Central America because those things matter to U.S. interests. The U.S. will provide long-term aid to support political opening and democratic reform; respect for human rights like free elections, a free press, and free association; training for leaders and justice officials; economic changes such as land and tax reform, support for private business and investment, and fighting corruption; stronger courts and rule of law; and ending extremist violence while prosecuting offenders. The policy also pushes for fair economic growth, stopping capital flight, using foreign aid wisely, and sticking to programs for economic stability and fiscal responsibility. It supports talks to reach peace, cut arms, stop subversion, and remove foreign military forces and advisers while protecting people from violence. Congress will create the laws and funding needed, and U.S. economic and military aid will continue or grow only if those countries show real progress and commitment to these goals.
