Allows the President to provide humanitarian and economic rebuilding aid to countries in the South Caucasus and Central Asia. The aid aims to help former enemies make peace, boost economic recovery in areas hit by civil war, and encourage regional cooperation among countries weakened by internal fighting. It can pay for victims' needs, help refugees and internally displaced people return home, and rebuild homes and economic and public infrastructure destroyed by war. "Humanitarian assistance" means help for food, medicine and medical supplies, education, and clothing.
