The Administrator of AID must create a capital projects office. The office must design a program that focuses only on developmentally sound capital projects. It must pick projects that meet the host country’s development needs and consider chances to increase U.S. exports. It must also look for ways U.S. high-technology firms, including small and medium companies, can support projects for developing countries and for countries moving from nonmarket to market economies. Working with appropriate members of the Trade Promotion Coordination Committee, the office must support and review capital projects and infrastructure needs, explore chances for U.S. firms, and keep firms and Congress informed. It must make sure funded projects meet the criteria of the Development Assistance Committee of the Organization for Economic Cooperation and Development. The office must coordinate with other AID offices and country missions, use tied-aid funds when appropriate, and study transition countries’ infrastructure needs to find rebuilding priorities and technology and export opportunities for U.S. high-technology companies.
