Summary

Provide at least $650,000,000 for fiscal year 1993 and at least $700,000,000 for fiscal year 1994 from certain foreign aid funds to make grants for development-focused capital projects. The funds covered include four kinds of assistance: the economic support fund, programs under the SEED Act, programs under the Freedom for Russia and Emerging Eurasian Democracies and Open Markets Support Act of 1992, and the Multilateral Assistance Initiative for the Philippines. These grants can be paired with private or other financing. Money for development assistance and the Development Fund for Africa may not pay for capital projects that fail to meet the rules in section 2421b of this title. That ban does not apply to projects whose funds were obligated or spent before October 28, 1992.
