Title 22 › Chapter CHAPTER 32— - FOREIGN ASSISTANCE › Subchapter SUBCHAPTER IV— - DEBT REDUCTION FOR DEVELOPING COUNTRIES WITH TROPICAL FORESTS › § 2431
Declares U.S. policy to support and protect tropical forests and coral reefs worldwide and to use tools like debt relief and redirected funds to help keep them safe. It says these ecosystems give big benefits: they hold much of the world’s plants and animals used for medicine and crops, they store carbon that helps slow climate change, and they control water cycles that farming and coasts rely on. The law notes that global efforts exist but deforestation still happens because poor countries often sell logging rights or clear land for farming on weak soils. Reducing debt and creating local economic benefits from sustainable use can help protect these areas. The goals are to recognize U.S. benefits from protecting these places; to use debt relief to protect forests and reefs, especially the most biodiverse and threatened areas; to make sure freed resources go to their protection; and to shift existing funds to help safeguard them.
