The Treasury Secretary must tell each U.S. representative at international financial institutions to vote against any loan or other use of the institution’s money for a country that the Secretary of State has designated under section 4605(j) of title 50 or section 2371 of this title. “International financial institution” here means the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), and the International Monetary Fund (IMF); it also includes the Inter‑American Bank, the Asian Development Bank, the European Bank for Reconstruction and Development, the African Development Bank, and the African Development Fund, plus any similar institutions created after April 24, 1996.
