Requires the Treasury Secretary to tell the U.S. Executive Director at the International Bank for Reconstruction and Development and the International Development Association to push those institutions to help borrowing countries right away. They must help countries build and keep regular statistics about the physical and material well-being of the poorest 40 percent of their people. The data must show differences by sex and age and use measures like mortality, health, education, nutrition, wealth, and income, and must be maintained and published on an ongoing basis so governments and donors can design and track poverty-reduction efforts.
