Allows the State Department to receive money each year for two purposes. First, to pay the United States’ share of the International Labour Organization’s expenses, up to 25 percent as apportioned by the International Labour Conference under article 13(2)(c) and 13(3) of the ILO constitution. Second, to pay additional costs for U.S. participation in the Organization’s work. Those additional costs include salaries for the U.S. representatives, alternates, and staff (including personal services in Washington and elsewhere), services allowed by section 3109 of title 5, housing and cost-of-living allowances for staff abroad, printing and binding, and other necessary expenses. These payments are not subject to the civil-service laws and chapter 51 and subchapter III of chapter 53 of title 5, nor to section 501 of title 44 or section 6101 of title 41. The rules in section 287r and its regulations that apply to subchapter XVII expenses also apply to expenses under this paragraph.
