Summary

Authorizes the United States to join the Coalition for Epidemic Preparedness Innovations (CEPI). The President must name a USAID employee to represent the U.S. on CEPI’s Investors Council and, if nominated, on its Board from the date of designation until September 30, 2022. The President may also pick an employee from the federal agency that manages U.S. contributions to CEPI for those roles. People chosen must have proven experience in development, and if from the money-managing agency, also in public health, epidemiology, or medicine. They must work with the Secretary of Health and Human Services so CEPI’s work lines up with HHS research, development, and procurement goals under Titles III and XXVIII of the Public Health Service Act. No later than 60 days after December 27, 2021, the USAID-designated employee must consult with the relevant Senate and House committees about how the U.S. will take part in CEPI (including governance), any planned U.S. funding, and how CEPI participation will support the National Biodefense Strategy revision under section 104 of title 6 and other global health security and biodefense programs.
