Requires the Secretary of State to make rules so people must report, quickly and fully, any political contributions, gifts, commissions, or fees paid or promised in connection with: sales under sections 2762 or 2769, commercial sales licensed under section 2778, or exports under the treaty named in 2778(j)(1)(C)(i). The President can limit or ban those payments by regulation. Such payments cannot be added to the price of a contract under 2762 or 2769 unless they are reasonable, tied to the contract, and not paid to someone who used improper influence. Improper influence means trying to get a foreign buyer to act for reasons other than merit like in comparable U.S. procurements. All reports and records must be made available on request to any standing Congressional committee or to U.S. agencies that are legally allowed to see the person’s books, and agency access must follow the same terms that apply to the person’s other records.
