Allows the U.S. Commissioner to build, run, and maintain the United States part of the International Flood Control Project in the Tijuana River Basin. It gives the State Department $10,800,000 for construction, based on June 1976 price estimates and adjusted for price changes, and also allows whatever money is needed for upkeep. No money under the related authorities may be approved for the fiscal year ending September 30, 1977. If the city of San Diego pays its share to buy the land and rights needed, the Secretary of State, through the U.S. Commissioner, may help pay with non‑Federal partners for any remaining land costs if San Diego’s funds are not enough.
