The Secretary of State can make an agreement with Mexican officials, under this law and section 277d–9, for the International Boundary and Water Commission to build, run, and maintain a sanitation project serving Calexico, California and Mexicali, Mexico. The agreement will divide construction, operation, and maintenance costs the way the Commission recommends and both governments approve. The Secretary of State cannot sign the agreement until Calexico’s city government promises, to the Secretary of State’s satisfaction, to pay a fair share of the U.S. costs as set by the U.S. Section of the Commission and approved by the Secretary of State.
