The Secretary of State, through the U.S. Commissioner of the International Boundary and Water Commission, can make agreements with Mexico’s foreign ministry to deal with Rio Grande pollution from raw or poorly treated sewage and other wastes from border cities, including Ciudad Acuña, Nuevo Laredo, and Reynosa in Mexico and Del Rio, Laredo, and Hidalgo in Texas. Those agreements must recommend steps to protect people along the river and must say what facilities to build and maintain, give cost estimates, set an initial cost split with a way to review and change it every five years (the initial split is not a precedent), and give construction start and end dates.
