Summary

Allows the State Department to take money from the Treasury each year to pay the United States’ share of costs for the South Pacific Commission under article XIV of the agreement establishing the Commission, as amended, but the U.S. payment may not exceed 20 percent of the expenses apportioned to member governments in any fiscal year. Also allows extra funds for U.S. participation costs (for example, salaries, housing and cost‑of‑living allowances abroad, local transport, printing, and other necessary expenses). These payments may be made without regard to certain civil‑service laws (including chapter 51 and subchapter III of chapter 53 of title 5), may use services under section 3109 of title 5, and may ignore section 501 of title 44 and section 6101 of title 41; section 287r and its regulations apply, under rules the Secretary of State sets.

There is hereby authorized to be appropriated to the Department of State, out of any money in the Treasury not otherwise appropriated—

(a)such 11 So in original. Probably should be capitalized. sums as may be required annually for the payment by the United States of its proportionate share of the expenses of the Commission and its auxiliary and subsidiary bodies, in accordance with article XIV of the agreement establishing the South Pacific Commission, as amended, except that in no event shall that payment for any fiscal year of the Commission exceed 20 per centum of all expenses apportioned among participating governments of the Commission for that year.

(b)Such additional sums as may be needed for the payment of all necessary expenses incident to participation by the United States in the activities of the Commission, including salaries of the United States Commissioners, their alternates, and appropriate staff, without regard to the civil-service laws and chapter 51 and subchapter III of chapter 53 of title 5; personal services in the District of Columbia; services as authorized by section 3109 of title 5; under such rules and regulations as the Secretary of State may prescribe, allowances for living quarters, including heat, fuel, and light and cost-of-living allowances to persons temporarily stationed abroad; hire of passenger motor vehicles and other local transportation; printing and binding without regard to section 501 of title 44 and section 6101 of title 41; and such other expenses as the Secretary of State finds necessary to participation by the United States in the activities of the Commission: Provided, That the provisions of section 287r of this title, and regulations thereunder, applicable to expenses incurred pursuant to subchapter XVII of this chapter shall be applicable to any expenses incurred pursuant to this paragraph.
