Secretary may temporarily assign federal workers who have special scientific, technical, or professional skills to work for or with the Commission if the agency that employs them agrees. These assignments use the rules in the Act of May 25, 1938 (52 Stat. 442) for detailing officers to foreign governments, except the Secretary has the power that Act gives the President for this purpose.
