The Director of the United States Information Agency can assign U.S. government employees who have special scientific, technical, or professional skills to work for or with another country's government, but only if the agency that employs the person agrees. A person may be sent only if the Director finds it is needed for the national interest, or the foreign government agrees to pay the person's pay, travel, and allowances under section 1452, or the foreign government has advanced funds, property, or services under section 1479. These assignments cannot be for organizing, training, operating, developing, or providing combat equipment for a foreign armed force.
