The Department of State may be given money from the U.S. Treasury, if those funds have not already been set aside. Up to $142,000 each year may be used to pay the U.S. share of costs for the Caribbean Commission and its related bodies under article XV of the agreement for the Establishment of the Caribbean Commission. The law also allows extra funds as needed for U.S. participation. That can pay salaries for U.S. Commissioners, their alternates, and staff without following civil‑service laws or chapter 51 and subchapter III of chapter 53 of title 5; pay for personal services in the District of Columbia; pay for services under section 3109 of title 5; hire passenger vehicles and local transport; cover printing and binding without regard to section 501 of title 44 and section 6101 of title 41; and other expenses the Secretary of State finds necessary. The rules in section 287r of this title and its regulations that apply to expenses under subchapter XVII of this chapter also apply to expenses under this paragraph.
