The State Department may be given money from the Treasury (money not already set aside) to pay the United States’ share of the costs for the Pan American Railway Congress and its Permanent Commission. The Department can also get extra funds for other U.S. participation costs, like travel and expenses for delegates, alternates, and staff; personal services in the District of Columbia; hiring local vehicles and transportation; printing and similar necessary items. Usual federal civil‑service and some procurement rules do not apply (specifically the civil‑service laws and chapter 51 and subchapter III of chapter 53 of title 5, section 501 of title 44, and section 6101 of title 41), and services allowed by section 3109 of title 5 may be used. Expenses under this must follow the rules in section 287r and its regulations that apply to subchapter XVII.
